HOWARD PHILLIPS
Howard Phillips is classified as a family man. He is married to Peggy
Phillips and has six children ranging in age from 13 to 34, and 12 grandchildren.
Phillips is, like many politicians, well educated from a well known ivy-league
university. He is a 1962 graduate of Harvard College where he was twice elected
president of the Student Council. In 1974 Phillips left the Republican Party after
twenty years of being a precinct worker, election warden, campaign manager,
Congressional aide, Boston Republican Chairman, and assistant to the Chairman
of the Republican National Committee (not simultaneously).
Phillips headed two Federal agencies under the Nixon Administration.
Phillips ended his Executive Branch career as Director of the U.S. Office of
Economic Opportunity in the Executive Office of the President. Phillips resigned
frrom this position when President Nixon reneged on his commitment to veto
further funding for “Great Society” programs. After his resignation in 1974, Phillips
has been Chairman of TCC, a non-partisan, nationwide grass-roots public policy
advocacy group which has provided leadership in opposition to the Panama
Canal and Carter-Brezhnev SALT II treaties during the 1970’s. TCC want’s to
preserve the U.S. military presence at Panama, deploy SDI, eliminate the
graduated income tax, and to eliminate Federal subsidies to ideological activist
groups.
Phillips is President of the Policy Analysis, Inc. (PAI), a for-profit consulting
firm which provides strategy, management, research, and training services. The
“Howard Phillips Issues” and “Strategy Bulletin” are bi-monthly bulletins published
by Phillips’ PAI. Phillips has published four books: The New Right at Harvard
(1983), Moscow’s Challenge to U.S. Vital Interests in Sub-Saharan Africa (1987),
The Next Four Years (1992), and Victory 2000 (1999). He was the recipient of the
Strategic Resource Group’s William Wilberforce Award for “Ministry to the
Nation/Public Policy” in September, 1996; the National Council on Bible
Curriculum in Public Schools Award, 1995; the Young Americans for Freedom
“Alumnus of the Year” Award, 1990; the National Eagle Forum Award, for
leadership in the pro-family cause and “steadfast opposition to the mischief of the
Federally financed feminists.”
Two years after his last award. Phillip founded the U.S. Taxpayers
(USTP) in 1992. The USTP was committed to restoring the Federal Republic to
its delegated, enumerated functions and returning American jurisprudence to its
original “common law” Biblical foundations. In 1992 Phillips was nominated to be
the USTP candidate for President. In 1999 the USTP was renamed The
Constitution Party at the nominating convention were Phillips was chosen to be
the Presidential nominee.
Phillips is President of The Conservative Caucus Research, Analysis &
Education Foundation and the U.S. Taxpayers Institute, and is Chairman of the
U.S. Taxpayers Alliance.
The Constitution Party
In 1992 a coalition of Independent State Parties united to form the U.S.
Taxpayers Party with the common goal of limiting the Federal Government strictly to
the provisions provided by theConstitution and restoring the traditions of of civil
government that our country was founded upon. The Party name itself was adopted
by some state affilaites, while others opted for a different tilte. The first elction in
which the Party was on the ballot was in 1992, the Party?s presidential candidate,
Howard Phillips was on the ballot in 21 states with Albion Knight Jr. as Phillip?s
running mate. The party gained the recognition of the Federal Election Commission
In 1995, and became the 5th party to do so.The Party reached a ballot position in the
majority of states in 1996. Howard Phillips was the presidential nominee and
Constitutional scholar Herb Titus was the vice-presidential nominee. In all of these
elections Party failed to obtain more than just a minute number of votes. The Party’s
name was changed from the U.S. Taxpayers Party to the Constitution Party at the 1999
national nominating convention by the convention delegates. The delegates,
believing that the new name better reflected the Party?s primary policy approach of
enforcing the U.S. Constitution?s provisions and limitations, changed it to it’s new
name.Also at the convention, Howars Phillips was re-elected as the Party’s 2000
presidential nominee and Dr. J. Curtis Frazier-from Missouri- as the vice-
presidential nominee. The Constitution Party is expected to achieve full presidential
ballot access in 42 states and qualified write-in candidate status in 6 others for the
2000 elections. This makes for a total of 48 states where people will be able to cast
their votes for Constitution Party candidates. The Constitution Party stands firmly on
the principles of government laid down by the Founding Fathers in the Declaration
of Independence and the U.S. Constitution. Unlike most other political parties, The
Constitution Party does not believe in revising the Constitution or that the
Constitution is, or ever will be out-dated. This means that they oppose drastic or
extreme Constitutional amendments. Instead they believe all powers not delegated
to the government should go to the state legislature. The Constitution Party believes
that the American government has ignored it’s roots and principles and that it should
return to it’s limited scope and structure. The Party also want’s to, as they put it, “protect
all innocent life; protect liberty, not suppresse it; and allows the free pursuance of
happiness, not regulation of it”. The Party wants to re-vamp the “distant Washington
government”, and returnn it to the state and small communities.
