Welfare Essay, Research Paper
1.) According to Tom Corbett in the introduction of the IRP Special Report 70 “The new welfare systems will be behavior-oriented rather than income-oriented”(1). 2.) In an editorial in The Written Word, Micheal Lewis states “Since the Federal Reserve is creating economic conditions that will prohibit welfare recipients from inding[sic] work if they are removed from welfare, the resulting effort to dismantle welfare will lead to a large group of people that will not be able to find work, or be able to survive in our society”(1).3.) Tom Corbett, in Informing the Welfare Debate: Perspectives on the Transformation of Social Policy, states that policy makers, unable to find a plausible national solution, have found that dumping the problem onto the states might be a more productive alternative(1).4.) Micheal Lewis, in The Other Side of the Welfare Debate, points out that money provided to families by welfare programs will eventually spread out through, or trickled up the economy which is returned to tax payers so therefore allowing for the enrichment of all of society(1).5.) Tom Corbett also points out that at-risk children used to be routinely taken from their abusive home and placed in institutions. Now it has been understood that it is in the best interest of the child to allow deserving mothers to care for their child with government support and supervision(1).

The unknown writer of The Impact of Welfare Reform on Adult Literacy and Teen Parent Programs also points out that current educational resources are not sufficient to meet new welfare reform demands. New reforms are requiring that all teen parents have to be pursuing a high school diploma or equivalent. This is drastically increasing the demand for GED preparation and testing programs which are already overwhelmed(1).7.) With all the variables the U.S. government must consider, “Education must be a strong player” in order to ensure “the successful restructuring of state and federal welfare assistance”(”Workforce” 1).8.) If disadvantaged people are taken off of welfare they “may resort to crime and the black market to provide for themselves and their families” which can cost the American economy more then the initial welfare payments, “thus further eroding American society”(Lewis 1).
